hire a lawyer and take the realtor to court. In my opinion what this person did was indeed illegal. you would need significant proof of this through documentation. Also the law really varies state to state so it might be difficult to get an accurate answer on here. I would suggest getting the bank, the county and the better business bureau involved as well. You might still get stuck with the final bill for the home which sucks but is the truth. I reall hope things work out for you.

I think what you mean is just an inactive license, the answer to that question is Only for property that he owns, the question that you should be looking at is if he is an inactive agent or an inactive broker.
A real estate agent can not legally sell property unless he has a broker behind him, all real estate offices have someone that is a licensed broker.
An unlicensed broker can not legally sell any property until his license is active.
Check with you local/state real estate broker board and find out who and what this person is, you may have a basis for a law suit.

Maybe where you live, but in California you still have to be a licensed broker or an agent for a broker to sell mobile homes.

Mobile homes are not real estate. They do not fall under those laws. They are treated as motor vehicles and sold the same way (they is why you register them with the DMV). You do not need a real estate license to sell them.
